What is an NPD grant?

The National Professional Development (NPD) is a five-year grant administered by the U.S. Department of Labor on behalf of the U.S. Department of Education to support professional development opportunities designed to enhance classroom instruction for English Learners (ELs) and help educational staff working with these students meet high professional standards, including requirements for certification and licensure for teachers in language instruction programs or those serving ELs. Funding can also be directed toward effective pre-service or in-service training programs that improve the qualifications and skills of educational personnel involved in educating ELs.

Program Purpose

The NPD program provides grants to public and private nonprofit institutions of higher education (IHEs) and public and private entities with relevant experience and capacity, in consortia with State Educational Agencies (SEAs) and/or Local Educational Agencies (LEAs) to implement pre-service and in-service professional development activities intended to improve instruction for English learners (ELs) and assist education personnel working with ELs to meet high professional standards.

How is the NPD Program Evaluated?

  • The number of pre-service program participants enrolled annually.
  • The percentage of participants who have attained initial State certification/licensure or endorsement in EL instruction.
  • The percentage of participants receiving initial certification or endorsement who demonstrate an increase in student achievement as measured by district grade level learning objectives.
  • The number of participants completing the NPD funded professional development.
  • Number of participants completing the NPD funded professional development who demonstrate use of evidence based instructional EL strategies, as measured by classroom observation, instructional artifacts, and student language and cultural efficacy.

Who is Eligible to Participate in NPD Program?

An applicant must be an IHE, or public or private entity with relevant experience and capacity, in consortia with LEAs or SEAs.
